Powakaddy FX3 - OK to push/pull without power?

I can't seem to find my answer anywhere, I assumed that I would be able to slightly pull out the wheels to free-wheel, but that doesn't seem the case.

Is it safe to push/pull this while 'off'?

Actually, stupid me - yes you can according to the manual by pulling the wheels out slightly - they don't lock in to place though unless all the way in and engaged with the drive.

There should be two Locking grooves on each axle, the first will allow you to freewheel the trolley and the second will engage the drive. Always disconnect the drive if freewheeling for any distance to prevent possibly damaging the drive
