Does the winter rule specify 'through the green' ? if so he will have relief in the rough.

Just to clarify, Octagon, relief from an embedded ball in a "closely mown area" is built in to the Rules (25-2) so that applies any time. If there is a local rule in place because of adverse conditions its purpose is temporarily to extend the normal rule to through the green.
