I read an interesting article in the Times today, it suggested we are making too much of these international agreements that have a minimal chance of doing much, it suggested that new technology will make more of an impact on reducing air pollution in the World.
The article was pointing more to technology creating better and less polluting power generation. What you suggest does in fact have an influence but many other stimulus like fossil fuel reserves and the cost of building/decommissioning nuclear power also create technical impious.'New technology' is being encouraged/driven by these agreements - or at least by the awareness that something needs to be done.
Certainly the agreements themselves do not provide/produce the results, but the consequent changes in technology that result from the signatory governments encouraging their industries to act DO produce results! The vehicle manufacturing industry clearly demonstrates how the relationship works, with sufficient 'nudging' from governing bodies for lower pollution/consumption levels!
California has always been at the forefront of such activity! As has NZ! Though there are clearly examples where both are major polluters/contributors to the problem!

I just hope that the horrific images that were shown of East German industrial areas will not be repeated in US industries! Trump's decision gives carte blanche for US industry to rape the environment with no regard for future generations! As (up until recently) US has been the major contributor to world pollution/climate change that decision is obscene!
The US seems to believe that the supply of fossil fuels is endless!
