Playing with a guy the other day who took a divot from teeing ground on par 3. He said that the divot should not be replaced but filled with soil.

This is to prevent other players teeing in the divot. Is this correct?
 
I believe so...it is why my (and probably most) courses supply a box on the tee with soil/grass mixture.
 
ditto the soil/seed box's on all our par 3's i played a course in DERBY about 5 years ago and they gave us a bag containing the soil/seed mixture to hang from our trolleys this was to fill in any divots we made on the course.

Yes absolutely right, most clubs have the seed box for exactly this reason. Also helps to prevent people's feet from slipping if they inadvertantly stand on a replaced divot when teeing off.

We have the boxes and the bags of soil\seed although there never seems to be any bags left when I am there.

The bold bit is the greatest 'benefit' for golfers. The first sentence is what is most important to Club Management.
 
Noticed at Thetford yesterday that they supply biodegradable small plastic pegs (a bit like small tee barbed tee pegs) to push through the divots to hold them in place while the roots grow back. Presumably for the fairway divots rather than on the tees.

how would these be classed in the rules,if my ball landed on one could/would it be classed as a loose impediment or a movable object or is there a local rule for a free drop?

Do those picking them merely move them from A to B and not use them in between?

Most people can't repair pitchmarks mate so ther's no chance of divots
