At the risk of going off on a tangent and thread creep, what about MLR E-4, relief from aeration holes?

Where are the aeration holes?

AERATION/VERTI DRAIN HOLES
If a player's ball lies in or touches an aeration hole:
• Ball in General Area. The player may take relief under Rule 16.1b. If the ball comes to rest in another
aeration hole the player may take relief again under this Local Rule.
• Ball on Putting Green. The player may take relief under Rule 16.1d.
But interference does not exist if the aeration hole only interferes with the player's stance or area of intended
swing or, on the putting green, on the player's line of play.

Don't like MLR E-5. We don't implement it. I can think of a number of places on my place where a two shot penalty to edge of fairway not nearer the hole could be a distinct advantage over the player who's ball nearly went OoB in the vicinity of that which did - but didn't.

Couple of us were discussing this yesterday. We've tined our greens and the holes haven't quite recovered. We were thinking that, on the green, where a ball sits in/on or close to a tining hole the player could 'repair' the hole(s) in the same way as they could repair pitch marks. But the question in my mind is whether repairing a tining hole that my ball is sitting in/on is improving my lie - and so prohibited?

Correct, you cannot repair a tining hole. This is exactly the same treatment as aeration holes (tining's big brother).
