The local rules at my club define OOB and are printed on the back of the scorecard. All internal OOB are well defined and described, the remainder is simply described as beyond the course boundaries. At one point the course is bounded by a fairly wide hedge that has a fence inside it separating the course from farmland, this area is often found by sliced tee shots. Recently a row of white marker posts have been placed on the course side of the hedge, in some points there is a matter of a few feet between the natural line created by these posts and the hedge. In the absence of a new local rule do these posts have any significance?

It would be helpful to know exactly what the Local Rule says. There would need to be a reference to OOB being beyond any boundary wall/hedge/fence or line of white posts forming a boundary.

The LR should distinguish between hedges with associated stakes and those without. In the latter case, the stakes are the defining markers.
This is the one England Golf uses.

Out of Bounds (Rule 27–1)
a) Beyond any wall, fence, hedge or line of white stakes defining the boundary of the course.
b) On or beyond any white line defining the boundary of the course.
(A ball is out of bounds when all of it lies on or beyond such a line).
Note: i. Where out of bounds is defined by a fence or line of white stakes, the line joining the nearest inside points at ground level of such stakes or any inside fence posts (excluding angled supports) defines the boundary. A ball is out of bounds when all of it lies beyond such a line.
ii. Objects defining out of bounds are not obstructions; therefore relief without penalty from them is not available.
