I used to play a bit a few years ago and I was playing in a game in my old local when back home on holidays last week and a situation arose.

The player directly to my right looked at my folded cards on three occasions. The first time I wasn't 100% sure it was my cards he looked at as there were a few pairs in the middle. The second time I was sure it was so I waited to see if he done it again. When he looked at them a third time I pulled him up about it saying he shouldn't be looking at what cards I fold etc as he could get information from it on how I play and what cards were out of the pack. On at least two of the occasions he was still in the hand. To say he took offence to me pulling him up about it is an understatement.

Even though it was about 3:30am and I had about a gallon and a half of Guinness I still believe I was correct to pull him up.

In a nut shell I said he was cheating... Was I right or wrong?

You were right. He can use the information to gain unfair advantage.
It's not so much about knowing what you folded on IMO as this can change hand to hand but knowing what cards are out of the deck is telling him what cards others won't have.

Cheat is about right.

Cheating. Improving his chances by better knowing the odds and also learning how to read you in terms of what cards you fold

Cheats always get upset when you call them up because they already know they are cheating

Yep, correct. If he wants to see he should ask and then show the entire table. That behavior wold see him kicked out of a casino for sure.

Completely correct, you only get to see the cards that you pay to see or your opponents choose to allow you to see. Once cards are mucked, the dealer should ensure that they remain dead and no other player gets access to them. It certainly wouldn't happen in a casino.
