New stroke and distance rule (local)

Was listening to on the mark podcast and heard of new rule that can be adopted as a local rule but had to dig deep to find it as it’s not on any list that’s been on social media.

Also can’t find it on R&A website so is this in the US only? Thought new rules were developed together?

Been discussed on here a lot, CONGU have said no to it so can't be used for qual comps.

Clubs can decide whether to adopt for internal comps, and I suggest most play this or similar for their social games already
