I'm pretty sure that its reared it head before but I guess no qualifiers can be played using the rule

Personally I think it's a great rule but surprised it is used in qualifying comps.

Only with greenkeepers work or piles of rubbish that are there for removal as such

We also have a local rule for drops away from bluebells

So not exactly like this rule in comps then?

I assume the blue bell drop is to protect them rather than boys chop them up and look awful. Where do you drop? Can this bring really errand shots back into play?

Not sure what you mean by the first item but as they are in the definition of GUR there would be no issue.

Unless the area containing is defined accurately by a Local Rule, I would be surprised if the rounds were considered to be played under the RoG. What is the wording of the LR?
