Is it possible to move to move to a forward tee that is 60 yards shorter than the measured course and still be a qualifier?
 
You have 100 yards to play with so yes is the answer
 
100 yards total for all holes - That is providing it is an 18 hole course.

It is still possible beyond the 100 yards but the CSS has to be adjusted accordingly.

I think you mean SSS; and of course you have to advise the 'higher authority' when implementing such a temporary change - and when you reverse it back out.
 
It would be allowed if there was a specific reason for the temporary change but not as a regular different tee.

A Competition Tee is the teeing ground, as defined in the Rules of Golf, the front of which should normally be placed no more than 10 yards (9 metres) in front of, or behind, the relevant Distance Point. See also Decision 7(a).

I don't need the answer to this, I'm just curious. Is the 100 yards a net figure? For example, could you shorten 11 holes by ten yards each, then lengthen another hole by ten yards?
Is lengthening a hole even permitted?
