I think you need to read the rule more carefully. Strokeplay first, matchplay second is fine (option a). Other way round (option b) is not ok.

Believe the rule - at times people have been known to confuse their interpretation.

On the mobile view post numbers don't show, but your first recent post looks correct - for clarity stroke play first is OK in the absence of any local competition rules ie you can practice on a competition course before a matchplay event; you can't before a stroke play one.
