Can someone please explain this to me?
I had a horrible non-counting score of 107 coming off. I played in a comp and scored 107 again, which is again no-counting.
However, my index went up by 0.8. How does that work? I have the same 8 scores counting, and still went up.

Sounds like your HI is/has been capped (more than 3.0 above its lowest value in the previous 12 months - called the Low Handicap Index).
Every time a score is submitted the Low Handicap Index is recalculated, which in turn affects the impact of any cap.
So what has happened is that, upon submitting your latest score, your Low Handicap Index increased sufficiently to allow your HI to rise by 0.8.
