Marking your golf ball

While playing a friendly pairs match one of the opposing team was taking his putt and hit it so hard it was going to strike his partners ball who had not marked. His partner quickly marked his ball and picked his ball up before collision
i know this is an infringement but cannot find any ruling as to the penalties incurred to who
any body got any info to settle an argument of mammoth proportion

The player who made the putt would've received a 2 stroke penalty had the balls collided am sure as they were both on the green. I could be wrong
 
I say friendly there was £10 a corner involved
i know it's a 2 stroke penalty if the balls hit but not the case in this scenario
 
Is there a rule breach for his partner marking his ball while his ball is in motion?
if he had not put a marker down their balls would have hit
 
"If a player’s ball in motion after a stroke is deflected or stopped by a ball in play and at rest, the player must play his ball as it lies. In match play, there is no penalty. In stroke play, there is no penalty, unless both balls lay on the putting green prior to the stroke, in which case the player incurs a penalty of two strokes." takes care of the situation if the balls were to come into contact.....ie no penalty here.

In this case we have a ball that might influence the movement of a ball in motion being lifted - that's a penalty under note 2 to rule 22-2; 2 shots in stroke play, loss of hole in this match.
