Leaves, Local rule

I'm glad our Greenies are on the ball with leaf collection...
They had to start a bit later than normal as the ground was too soft for the machinery but they're cracking on with it now..
 
Model Local Rule F-14
“During play of the [specify hole number], any ground with temporary accumulations of [identify types of loose impediments ] in the general area or in a bunker is treated as ground under repair from which free relief is allowed under Rule 16.1.
Penalty for Playing Ball from a Wrong Place in Breach of Local Rule: General Penalty Under Rule 14.7a.”
Accumulations? One leaf, no. Total ground coverage, yes. At what point in-between is the golfer to determine an “accumulation”? Seems vague for a Rule. Probably necessarily so but how are we to interpret?
 
SO far so good although did have an issue on the 16th yesterday when I walked straight past my ball that had a leaf on it in the middle of the fairway (not sure what it was doing there so sent the next into its natural habitat in the rough)
