The rules official explained that the R and A, USGA and the PGA all spoke together and came to the conclusion that Rule 18 -4 was bought in to cover exactly what had occurred and then unanimously agreed to rescind the penalty.

I heard Justin Rose talk about it before he went out and he came across as what he is, the model professional.

Yes, I understand the process it went through - still a bit a surprised it had to go through that process rather than be seen as coming under Decision 18/4 in the first place. But it's easy to make rulings when you weren't there.

Justin Rose does always come across well doesn't he?

If it took the review half an hour looking at HD slomo from several angles to determine the ball did not move how on earth could Justin or Garcia have agreed it did.
It highlights Garcia's honesty in not saying it moved.
