Just what is this 'joint bubble'?

I am seeing/getting conflicting information about the situation of two households meeting. I understand the theory of it being two specific units etc but what is the authority for it and where does it apply and when does it start?
It was apparently mentioned by Hancock this morning and Sturgeon at the weekend (but she didn't approve it at the time). It is in effect in New Zealand I am told.
 
The bubble doesn’t exist yet. I believe you will have to decide which 10 people you wish to meet with, whilst socially distancing, and they are the only people you will be able to mingle with. Not sure how it will work when people in your bubble then nominate another 10 people and so on but I’m sure we will get crystal clear guidance when the time comes

"New Zealand’s Government installed a ‘social bubble’ plan in its bid to ease the lockdown.

This bubble is a person’s household, expanded to included close relatives and local friends.

The Government said: “People must stay within their household bubble but can expand this to reconnect with close family, or bring in caregivers, or support isolated people.

"It’s important to protect your bubble if you extend it. Keep your bubble exclusive and only include people where it will keep you and them safe and well.”


I lifted this from a newspaper. In effect you can mix with people within the bubble but not outside of it. If things go well your bubble can be extended. Everyone within the bubble has to stick to the rules, keeping everyone in the bubble virus free.
 
I highly doubt we are going to use this in the short term but there are others that need something like this.

I would say it’s best used only if you need it and not just because you can.
 
I think have found a bit more.
A Household may nominate one other Household to combine into a Bubble. Neither of the Households in the Bubble can form a Bubble with any other Household.
Any or all members of the Bubble may meet but only outdoors.

Would work well in my village. Small groups whose lives are constrained to the local area in the main should result in a low risk social environment

That's from the 50 pages .. and they can enter each others houses as they help with childcare etc . A way of enabling people to work
