I think this is a bit course specific. I know Norwood and on April 1st they whack the white pots right back for the comps like it was July the 1st. You don't get the fairway run this time of the year and generally the weather is still unsettled, rainy, windy etc so far from ideal conditions.
At my new course the white tees have re-appeared but far from full length, feels a little more gradual.

That probably sums it up quite well, just had a look at yesterday's comp results and I think two players out of 120 were cut having played to hcap.

Can be tricky at this time, can be easy.
Bad lies are much easier to find as the grass hasn't grown and the excess rain has turned areas to mud.
On wet fairways you need to strike well, it's a lot less forgiving if you hit a touch fat.
I've found judging roll on chips tricky this winter. I either get no stop or too much....
