Tee shot pulled left in to the Woods.
Provisional -- Same again.
Another provisional -- splits the fairway, but would be 5 off the tee!
I went into the woods, found ball 1, declared it unplayable, went back and played 3 off the tee.

Perfectly correct. Once you found ball 1 anywhere in bounds all provisionals are lifted and you deal with ball 1 using the options available and replaying the shot under penalty is one.
