A nominal value plus a tolerance is an upper limit.

Given that all testing (by the manufacturer and the R&A) cannot be 100% accurate they need to set a specification like this.

The tolerance also needs to be allowable as they can only manufacture mass produced items to a variable level.
 
Seems it would be more sensible for them to say 221 was the limit with an upper tolerance of 239. The governing bodies should test, you give manufacturers an inch and they will take a mile.
Why even bother having two numbers, that makes no sense. Just say the limit is 239, full stop. Anything over that is illegal. For them to say "the limit is 239 but we tolerate up to 18 points over" then every manufacturer just hears 'the limit is 257'.
 
Even if they still tolerate it being slightly over, don't openly state it because people will obviously just push it to that extent instead of trying to keep it to the limits.
It is the same with speed limits. People believe that they get 10% so go 77 on the motorway, 33, 44etc. The limit then gets artificially pushed out and people believe it is the true figure. As you say, if you allow a tolerance keep it quiet.

So how do you measure it if the testing house can only measure to within a certain tolerance. That need to make a fair and practical recommendation.

Obviously there will be leeway I just said don't tell the manufacturers what it is because they'll obviously aim for the upper maximum instead of the stated limit.

The manufacturers are likely using the same measuring equipment as the R&A, so if they build to the higher limit as per their measuring device, they risk going over the limit if their device under reads and the R&As over reads, due to the devices tolerances. The tolerance is there to allow for the imperfections in both manufacturing and measuring.

This is the same with speeding, the 10% tolerance is historical from when speedometers were less accurate, and so were the measuring methods, such as a police car following you and judging your speed from his speedometer. These days speedometers are much more accurate, and so are radar-based measuring devices, but the law hasn't caught up, so people take advantage of the tolerance. In other countries, such as Germany the tolerance is only 3%.

Isn't there stories of Harrington getting 9 of the exact same spec drivers made up and working his way through them until he finds a hot one.

He is essentially looking for the one that is over the limit. Maybe not intentionally as he believes they would all be legal but knows from experience that one will be better performing than the others.

How would he know other than using a launch monitor even then everything depends on strike.

that is what i've heard too from a reliable source;)

all the drivers right on the limit or as close as possible went to the Tour trucks, the next lot the fitting carts and then the ones sold to plebs who pay for them well inside the tolerance limit:ROFLMAO:
