Why even bother having two numbers, that makes no sense. Just say the limit is 239, full stop. Anything over that is illegal. For them to say "the limit is 239 but we tolerate up to 18 points over" then every manufacturer just hears 'the limit is 257'.Seems it would be more sensible for them to say 221 was the limit with an upper tolerance of 239. The governing bodies should test, you give manufacturers an inch and they will take a mile.
Even if they still tolerate it being slightly over, don't openly state it because people will obviously just push it to that extent instead of trying to keep it to the limits.Far greater minds than ours have worked that out....
It is the same with speed limits. People believe that they get 10% so go 77 on the motorway, 33, 44etc. The limit then gets artificially pushed out and people believe it is the true figure. Obviously there will be leeway I just said don't tell the manufacturers what it is because they'll obviously aim for the upper maximum instead of the stated limit.So how do you measure it if the testing house can only measure to within a certain tolerance. That need to make a fair and practical recommendation.

Isn't there stories of Harrington getting 9 of the exact same spec drivers made up and working his way through them until he finds a hot one.
He is essentially looking for the one that is over the limit. Maybe not intentionally as he believes they would all be legal but knows from experience that one will be better performing than the others.
