Hitting power pole off tee

I played in a bounce game last week, my partner hit a wooden power pole with his drive, it ricocheted into bushes. He reload and did exactly the same thing ! Both Ball’s lost in thick gorse bushes. I had thought of saying to him before he hit the ball ‘ a £100 if you can do that again ‘ thankfully I kept my mouth shut. He reloaded again and just missed it again ! Landing safely on the fairway, I asked him how much is that off the tee, I was thinking 5 he told me 1 as the power poles were artificial there was no penalty applied !!
He plays a lot in Norway and based his interpretation on that’s how they deal with it there.
I find it hard to believe no penalty apples, I know you get receive if you couldn’t complete your swing due to artificial obstruction.
Can anyone clarify how the rules should have been interpreted?
 
If power lines/poles are likely to be in play then there's often a local rule in place stating that it the ball hits them then the shot must be replayed without penalty.

As far as I'm aware, if there isn't a local rule then it's bad luck and shots count.
 
Model rule E - 11 is available to clubs if they wish to provide relief from a ball striking overhead power lines.
It may be extended to towers and poles, or it may be limited to the cables.
It must be compulsory relief if implemented.

In the absence of such a LR there is no relief, in the same way as a ball striking a wooden bench, road (if IO) etc
 
This is the Local Rule involved. The words in red are options

“If it is known or virtually certain that a player’s ball hit a power line [or tower or a wire or pole supporting a power line] during the play of [specify hole number], the stroke does not count. The player must play a ball without penalty from where the previous stroke was made (see Rule 14.6 for what to do).

NB Giving a player the option to replay the stroke is not an authorised local rule

Without the suggested Local Rule being implemented (therefore not applicable), he was laying five in the fairway. Remind him that Local Rules are not "portable" from one course or country to another.

I notice that an optional relief LR should not be implemented rather than must not. I wonder why.

LR Should only be used where the overhead powerlines etc may interfere with the reasonable play of the hole...basically it shouldn't be implemented if the only shot that would get relief is heading OOB (or has even already got there). That's the only variable consideration I can see?
If the LR is implemented a LR giving the player the option to take relief would not be approved.
What am I missing?

I think you are referring to the words: This Local Rule should not generally be used for power lines that do not interfere with play of a hole or are out of bounds.

I was referring to the words: A Local Rule that gives a player the option to replay the stroke for a ball that hits a power line should not be implemented.
ie he may choose not to replay

Seen a guy get a hole in one in a scratch game , he just nicked the power line felt terrible telling him it dosnt count.
Worse still he got three with second ball but I won the hole with a two.

Exactly this. I've played at Thorney Park & Bushey Hall, both of which have power lines over certain holes, and they have a local rule saying if your shot hits them you retake the shot without penalty.
