Can any confirm that easily movable posts that mark hazards - red and yellow posts - are movable obstructions and can be removed without penalty.

I think boundary markers, like white out of bounds posts are not counted as movable obstructions unless there is a local rule in place.

Can you tell me which the appropriate rule is for both circumstances?

If you move a boundary marker by mistake you do not get a penalty if it is replaced before playing a stroke.

Penalty Area markers are only moveable if they can be removed without undue effort and without causing damage and a LR does not allow them to be moved (as per rulefan #4)
