i have a handicap of 24. my course is a par 72 sss 69. today i shot a 90. at the end of the game i said to one of the guy's i was put with ''i'm happy, 3 under my handicap''. he said i was 6 under. does the sss not count in this case?

He is just comparing it to par.

I make you right, in a comp, assuming CSS = SSS you would need to play to +21 or score 39pts to effectively play to your h'cap. If you shot +18 then you would be 3 under CSS and therefore get cut 1.2 (3x0.4)

Also, SSS would be used for initial h'caps so the way you are looking at itnis right. Your partner clearly didn't understand SSS
