He said that if im scoring well week in week out even if not winning competitions then i will get cut on general play anyway so ill still loose shots.

You may get cut for general play, but you also may not. It depends upon the action taken by your Handicap Convenor. As I said in an earlier post, Congu are now strongly against general play reductions, and there are only 4 instances where they accept them. If you start to play every week in comps, and you beat the CSS for the day, then your handicap will start to come down automatically. But don't rely on any general play reductions, unless your Handicap Convenor has decided to ignore Congu and do his own thing.
