It is not automatic.
When a bunker is being repaired and the Committee defines the entire bunker as ground under repair, it is treated as part of the general area (which means it is not a bunker).
I don't think this observation has any practical relevance for players whatsoever.
So you are playing an unfamiliar course, you come across a bunker let's say a bit like the original photo here with a GUR sign in the sand, are you going to treat this bunker as GUR or seek a dialogue with the Committee on whether the bunker is being repaired?
Those words you underlined are irrelevant to the player and availability of relief is automatic to the player in the presence of GUR signage/local rule etc.
Issues surrounding whether a Committee should make a bunker GUR may be an issue for the Handicapping Authority, it is not a concern for players.

Agree with this. The player is following what the Committee has decided and implemented.
IMO, “ground under repair” is a condition/state decided by the Committee and does not imply or mean that any repair is being done or even contemplated.
 
I don't know but perhaps Kent can tell us if work on the newly reconstructed bunkers has finished? My impression is that there still some to be replaced.
But given that the work has been done over time, are some 'completed' or already repaired (ie in play in normal weather) and others still 'maturing' or being repaired?

Repair: to put something that is damaged, broken, or not working correctly, back into good condition or make it work again.
Do the bold words qualify for a new bunker replacing an old bunker (or substitute building for bunker).

The bunker in the picture is fully repaired but they are usually left out of play for a while to allow the surrounding turf to settle.
