GP scores entered on courses not measured

If you asked a selection of club golfers what the criteria are for a course to be set up correctly for handicap qualification, many would stare at you wide eyed like you had just fallen out of the sky from Mars and proceeded to shoot 8 under gross....armed only with a putter. If you are lucky, a small handful might comment about the number of temporary greens in play. A smaller number might talk about bunkers being out of play....and a small number might mention the course yardage / measured length.

Committee is the issue.
And even if they did know the crireria, how could they be expected to know if the course they were visiting/playing met that criteria. Its a simple enough process for the club to turn off tee's they should be doing so, as it is they only who can decide whether or not if a course is set up for acceptable scores.
