EVEL.....how it will really work.

Watching the debate (or what is masquerading as one) on the Scotland Bill - doesn't seem that English MPs are too bothered about debating it. I thought the Scotland Bill was rather important to the UK - especially as it is crucial to EVEL. Ah well.
 
Good example of the fun and games EVEL is going to bring. Government walks away from a vote on extending Sunday trading hours as they were going to lose a vote. The SNP were going to vote against it, along with all other opposition MPs, and critically 20 Tory rebels.

So why were the SNP going to vote against it? Well the bill was put to the house before EVEL came into being so they could, but more interestingly for EVEL, the SNP view was that although the bill would only applies to trading hours in England and Wales, national retailers might reduce or limit wage rates across the UK to pay for the extended hours - and so clearly the bill could affect Scottish workers.

The only way the government could guarantee that it wouldn't, would be for them to get an agreement from retailers that Scottish wages would not be affected - and they would never be able to get that. And so we are in the situation where a new bill will be brought to the house - and the Speaker will have to decide where it sits in respect of EVEL - and what appears a clear candidate for EVEL does not look so clear when it's impact is considered further, cue the debate and the argument.
