even though- as per the rules definition- if a material or substance has been applied to the face in order to protect it or clean it, then it would probably be permitted.
did the ruling you 'received' just have that one sentence?

Any type of tape or similar material added to the face is not permitted for any purpose.
If a material or substance has been applied to the face in order to protect it or clean it, then it would probably be permitted provided all other Rules are satisfied.
The material or substance in the latter statement is about a temporary foreign material such as saliva, grass juice, chalk, aerosol spray or similar substances.
Cellophane/sellotape is not foreign material, it is an external attachment when used on the face.
It goes on to say "The section on external attachments provides:
“Examples of ‘harmless’ attachments that could now be permitted include:
Attachments to the clubhead (other than the face), such as protective coverings, or decorative items or alignment aids, provided the item is semi-permanent, durable and not easily removable…â€
