you have to record your FCs score for him and vice versa, which is a rule, how could you do it without swapping?

Think you are being a little pedantic here.
The ROG do not specifically say that you "must swap cards" before commencing a round, indeed there will be occasions when this is not possible (when a non paying marker is employed). Rule 6-6 though does reqiure the marker to record the players score for each hole and to hand the score card to the player at the end of the round.
As others have said on the major tours the starter hands the players card to their marker, rather than to the player.
