Just read a good article on the golf monthly Facebook page about clause 19 on congu handicap returns !


I never know this existed and unsure if my club honour this or not! When I have a bad round or a very bad couple of holes I just never returned my card orand just accepted .1 added to my handicap!

with clause 19 this will encourage me to carry on playing and may even get a cut despite scoring a 9 on one hole :)

presume I may be alone knowing this clause and happy to take away something new

It's not a case of a club honouring it or not - the handicapping software has to do it automatically. I would have thought most regular handicap qualifier competitors know about it and follow the CONGU guidance to continue recording scores in a Medal even if you fail to score on one or more holes. We have had several instances of players who have N/R'd in a medal and have been chopped.
 
Scouser didn't believe it until last summer when we both recorded an 11 on the par 5 6th hole. I went on to scramble my way to a buffer.

He didn't believe me till the results were published.

I got cut on this rule during our October Medal. Attached is my HDID result, with my interesting first hole score! :o Brought it back and got cut by 2 shots on Clause 19!

People use the term NR to mean two rather different scenarios. One is where you literally do not return your card, and that will get 0.1 or whatever back, but there is also the scenario where you blob a hole and therefore do not provide 18 scores for a medal, but if the rest of the scores are decent, you may still avoid an increase or even get a cut due to the stableford adjustment. It is probably worth considering that all handicap adjustments are stableford. I played in a medal where I was about 3 or 4 under handicap after 16, then blobbed 17 and birdied the last to get a small handicap cut

Appendix C: Stableford / Nett Double Bogey Adjustment
1. The purpose of applying a Stableford point calculation under Clause 19 handicap reductions is to reduce the impact of an extremely bad score(s) on a hole(s) in Stroke Play Qualifying Competitions that are not truly representative of a player's golfing ability.
2. If a player applies the course stroke index relevant to his handicap and scores a nett Par on each hole in a Stableford Qualifying Competition he will have a score equal to the Par of the course. If the Par is less than the Standard Scratch Score he will have recorded a nett score below his handicap by the difference between Par and the Standard Scratch Score. If Par is more than the Standard Scratch Score the reverse applies. It is by applying this principle that point scores in a Stableford Qualifying Competition are converted into Nett Differentials.
3. Any hole in a Stableford Qualifying Competition upon which a player records no score and accordingly is not awarded any points indicates that the player would, if the hole had been completed, have scored not less than a nett double bogey.
For example, on a Par 4 hole a player who scores no Stableford points would, if he had completed the hole, have taken 6 or more strokes if the index did not provide a stroke on that hole, 7 strokes or more if he had received a stroke or 8 strokes or more if he had received two strokes.
4. By applying these principles it is possible to convert a Stroke Play score into the Nett Differential which would have applied if the same scores had been recorded in a Stableford competition without calculating the points on each hole. Further it is not necessary to make an adjustment when the Par and Standard Scratch Score are not the same. It is also possible to calculate a Nett Differential in a Stroke Play event when one or more holes have not been completed.
These adjustments are achieved as follows:
(a) All holes completed
The player's Nett Differential is reduced by the number of strokes he has scored on any hole in excess of nett double bogey. Except for plus handicap players, only scores of 6 or more can be reduced on Par 3 holes, 7 or more on Par 4's and 8 or more on Par 5's. An examination of the scores on the Par 3 holes will usually identify no adjustment on those holes and thereafter only scores of 7 or more require examination (8 or more if the player's handicap is more than 18). If a reduction is appropriate the Adjusted Gross Score is entered in column 14 of the Player Handicap Record of Appendix I and other numbers appropriately adjusted.
(b) Holes with no score recorded
The assessment is made as in (a) above by reducing all scores to nett double bogey. A gross score that would result in a nett double bogey is entered at holes where no score is recorded. The scores are totalled and the player's handicap applied. Scores are then entered in the Player Handicap Record of Appendix I commencing at column 14.
5. Clubs are reminded that Stableford adjustments under Clause 19 are made for handicap adjustment and record purposes only.

Tough luck on 1st hole I presume loads of water and out of bounds on your 1st hole?

Surprisingly, neither! :o Managed to get in a fairway bunker, chopped it out in 2, into a greenside bunker and that's where it all went wrong. After you've had a few stabs at it, confidence in tatters, holding everyone up it was a downward spiral. Chipped out backwards, chipped on and 2 putted. Easily my worst mental block i've had on the course!

Really took the pressure off to play well then though, was just happy to make buffer, but was chuffed after when the pro mentioned a cut! My best worst round haha.
 
Surprised how much this isn't known.

Had a guy in my office who played massively under his handicap in a comp for all but one hole that he ended up putting NR on. Because of this he simply didn't return the card as he no longer thought his card was valid. Problem is, he he would of actually been entitled to a cut. Buy not returning a card it's open to abuse for people to increase their handicap... likewise though if it was changed so you didn't get 0.1 back you'd have the opposite problem with people at a potentially lower handicap than they should.
 
My Club uses Club2000 software and on results sheet you will sometimes see @ beside someone's results with a note at bottom of printed page that @means stableford adjustment.

Amazed that so many people have never heard of this
