Changing course during qualifier?

I was playing a qualifier today and between groups the grounds man was cutting the grass on the green and the fringe. Is this allowed?
 
I was playing in France once although not a qualifier. We hit to a par 3 green and whilst walking to the green from the tee the green keeper moved the hole position. ?‍♂️
 
As rulefan says - not recommended. But sometimes unavoidable. At our place, tee times start at 7am, but due to a neighbourly agreement (disagreement?) our first green doesn't get cut till 8am - it's the last to be done. Not ideal, but it could cause serious hassle to break the agreement.

At least it was still on the same area of cut grass. A few years ago, during course maintenance week, we were playing a par 3 and the greenstaff moved the flag from the temporary green onto the main green (about 40 yards away) after we had teed off.

As was playing my old home club once. Temporary greens, and I hit a nice shot onto the third temporary green. Just after I did, and before the other guys in my group had hit the green, the greenkeeper appeared and moved the flag on to the main green.

Not a competition, but really annoying.
