Some basic (and not so basic) bunker rules explained here in pretty simple layman's terms. Well worth a watch.
From my reading of the rules, I would agree with you, you should attempt the 2 drops, if the ball doesn't come to rest within 1 club not nearer the hole or in the hazard (and it won't place at rest on the spot where the ball hit the ground from your 2nd drop), you then find the nearest point not nearer the hole where the ball can be placed at rest (I don't think this would automatically be outside the revetted face as implied in the video)Just watched this video, in my opinion item 5 timed at 10.30 the reference point is wrong.
There is room behind the ball on the revetted face for a reference point ( albeit only a few inches) so using a reference point in the video ie on grass is wrong.
I don’t believe this situation falls into clarification 16.3b/1
If I was refereeing I would say the reference point in this situation is directly behind the ball and would take the player through the drop, drop, place, place procedure until the ball was back in play.
