BRS Booking system

Our course is a municipal and is run by a trust on behalf of the local council.
Our senior section used to reserve 5 consecutive tee times starting at 9 am each Tuesday and Thursday days for our fiddle, we used to turn up about 8.45 put names in a hat and make the draw.
We have up to six inter club matches on a home and away basis
Now we have to use fastest finger first and some times we can get consecutive times and it cocks everything up re paying in and paying out.
The Trust says that they cant do anything re pre booking consecutive times for us ,so my question who runs the BRS system the trust or the administrators at BRS ??
OPur open days and scratch team inter club games are also under queries any advice please ,

The system provides for a club 'administrator' to pre-book/block out times for groups. Our manager pre-books times for our seniors and ladies sections a few days before they go on general release. Since COVID, to stop a gathering on the tee, players advise the section organiser of their wish to play and they email the draw to players the day before play.
This system was suspended when we had to play in twos bur was started again when were were allowed to play in fours.
