Do you get a free drop if your ball plugs/ breaks ground in the rough?

Rule 16.3, allows for relief for a ball embedded in it's own pitch mark anywhere in the general area.

Nice one. Feel better now as I was pretty confident when telling a playing partner that he could take a drop but he wasn’t so sure and I started doubting myself.

Unless, there is a local rule restricting relief to close mown areas
