Ball not coming to rest.

Had an interesting conundrum a while ago while playing at my club. My playing partner (uncharacteristically ) blocked one into the trees on the right and the ball ended up wedged under the branch of a tree.

Now it was quite a windy day and the branch in question was swaying in the wind causing the ball to rock back and forth. Now as I understand it, this means the ball never actually cames to rest.

We didn't know what to do..... do you?

Since it sounds like he can't play it anyway, penalty drop, stroke and distance or replay it under panalty.

Anyway, on the green, a ball which is seen to oscillate is not deemed to have moved.
