Player A's ball is in the middle of the fairway.

Player B playing from the rough further back, playes out but thin hits the ball in the middle of the fairway. Knocked it a good 10 yards.

I was under the impression you should replace it as near as, however the person who's ball it was wouldn't have it and played the ball from its new location.

who right?

Player A replaces his ball as near as possible , player B plays from where it finishes. Unless both balls were in motion at the time through the green . then both players would play from the new positions, 19.5

Additionally to the above, if B was not certain exactly where the moved ball had been, it must be dropped not placed. By not replacing his ball, Player A played from a wrong place and incurs a loss of hole or 2 stroke penalty.

Neither, though you were closer.

A's ball must be 'Replaced' as per 20-3, but, as Duncan has clarified in another thread, that means Placing if the exact position is know or Dropping if it's not. All assuming that the Lie hasn't changed (unlikely to have changed if in the middle of the fairway), in which case it's a bit more involved.
