That could (and has) certainly be used as an argument to convince The Committee to find an alternative solution - as it almost certainly breaches 33-8 b - that approval for such a rule must be obtained.

But there will be hundreds of clubs with LRs that would not be approved!

Meantime, while they have them, they must be complied with! Because the definition of Rules includes LRs - valid or invalid. (not illegal btw)
If the term illegal is good enough for Duncan, then it's good enough for me

A LR banning the use of a wedge on the green in play is illegal and would render any comp non qualifying.

Mill Ride has such a LR printed on the back of the scorecard. The thing I find strange is that even though the LR is not sanctioned, you still get penalised for breaching it
