Stricter penalty for a lost ball. .

We need to get past this "lost ball" thing, you can find a ball OOB as much as you can find it in the water. Its not lost, its either in a hazard or OOB. Finding your ball or not doesn't and should not change the penalty.

I’m not sure what you are trying to say here, but a ball can be lost without being in either a hazard or OOB ... it can be lost in the rough alongside the fairway. My original post made no reference whatsoever to OOB ... someone else introduced that ... I merely referred to the difference in the penalty for a ball lost in the water and a ball lost on the course.

I think “Bladeplayer” could be right with his reference point comment ... there is some logic to that.

If it is lost but known not to be in a penalty area, how do you know it is on the course?
Bladeplayer is right in saying there is no reference point.
