I'm yet to see a set of HCP rules for April. In particular I wish to read the bit that describes how pairs matchplay PH will be calculated ie PH=100% of CH (rounded) then subtract the lowest and then multiply by 0.9.....I need to see the exact wording, as I know different clubs we play against...
Having both methods potentially on the same day, as people don't always look at the computer or app before playing and instead she they can look up their numbers on the side of the clubhouse

Our Saturday comps are on the computer (usually) but we don't have the facility to print cards for players.

Like i said earlier, a complete mess. We have lots of situations (eg seniors rollups) where we don't use the computer at all. Players (well, some) can do the 95 percent thing but they now have to find out their unrounded CH? I can also imagine times when, even if the computer IS being used...
I am yet to read the exact line in GB&I literature that says about the change to the 90% application in 4BBB matchplay...I'm being thick I'm sure. That video from the USGA certainly mentions it, however.
