Drop Zone Location

Watch on the TV where there are stands the drop zones are always closer to the hole than the stand.

The actual wording is

The Committee should attempt to place a dropping zone so that the architectural challenge of the hole is maintained, and it is typically not closer to the hole than where the player would be dropping the ball when using one of the options under the relevant Rule.
 
Is there any guidance regarding placement. EG a similar part of the general area, not behind a bunker, etc?
It may well be that the area from which relief is being given is itself behind a bunker or some other problem. If this is the case, then as relief may well be free, requiring the player to play with corresponding 'interference' is probably justified.
If however, the player is already getting a penalty (eg in the water at the 17th at Sawgrass) then any additional difficulty is probably not justified.
