No need for any "special" controllers the standard ones are fine.
I would recommend getting two charging packs (about 10 quid each) as these can be charged via a usb port on the xbox and will save you a fortune on batteries!
Controllers and internet connection work from wireless, there are parental controls (to limit time etc I think) but I've never used them.
No Blu Ray purely a PS3 thing.
Wouldn't say you need to spend £40 on Xbox live with two 6 year olds either I doubt they will be playing COD.
