It is basically the same question about why a diamond costs many times more than a cubic zirconia. They both look the same to the naked eye and sit equally well on a ring or earring.
The fact is that there is a semi-buoyant market for these things, and some people like them a lot and will spend money on them. The big Cameron collectible markets are the US and Japan. The blingier putters sell very well in Japan, and Tour putters and limited editions sell well in the US. Despite his recent defection, if Tiger Woods' GSS Newport came up for sale, with an authentication certificate to prove its origins, it would sell for a serious multiple of this one.
The Tour putters are made to a higher standard, often using materials not available to the retail market, such as GSS. That may or may not make a damn bit of difference to the average 12 handicapper, however.

GSS is a special expensive type of steel (German Stainless Steel), which is supposed to have better feel and mechanical properties.
There is no difference in play for 99% of average golfers.
