Wherever you start from you will eventually reach your handicap limit, then you will tootle around up )0.1 several months then get cut a bit etc.
You'll never win anything like that.
The only chance you'll have to win anything is when you have those mega rounds on the way down.
So take a couple of those chances, and the cuts will look after themselves.
30 years ago I was cheated out of winning our junior championship, which didn't bother me at the time. I went back to the course last month and looked at the winners list on the wall and thought it would have been nice to have my name up there.
But I'm still not as bitter as Bob.
