Anyone come across this??
Competitors flying over the course ahead doing reccie?
Is there a rule agin it... couldn't make it up, eh??

Drone regulations would prohibit this kind of thing anyway, you're not allowed to fly within 50m of other people and you can only use it on private property with the land owners permission, so you'd need to ask the course owner first and I doubt they'd be OK with it.

Not quite the same scenario but a couple of months ago we played a comp at Sandiway and as we were about to tee off on the par 3 third one of the group pulls out a drone. He explains it was for a promo video and was going to record us playing the hole. It didn't go very well though as it got about 30 foot in the air and crashed straight into a tree. No more drone.

This may or may not be a direct breaking of a rule but it surely could be considered a breach of etiquette rules if it disturbed other players

[h=3]No Disturbance or Distraction[/h]Players should always show consideration for other players on the course and should not disturb their play by moving, talking or making unnecessary noise.

which could lead to disqualification

In the case of a serious breach of etiquette, the Committee may disqualify a player under Rule 33-7.

One would also ague that to carry out such a procedure incurs a penalty under Rule 6

6-7. Undue Delay; Slow Play
The player must play without undue delay and in accordance with any pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player must not unduly delay play.

In theory is this nothing different educationaly wise to using a course book, or a gps decive that has hole fly by on it?
As far as a physical drone in use, I would have thought the laws on their use would not allow it anyway.
