Two balls in motion collide

In a stroke play competition, two players simultaneously play their shots onto the green and the balls collide. We were unsure of the ruling and couldn't find anything in the Rules app, so proceeded with no penalty and both balls played as they lie.

Was this correct?
 
Basically, the player whose ball is in motion will absorb the penalty when a collision between balls takes place in the putting green. It is going to be a 2-stroke penalty against the golfer whose stroke caused the collision. The golfer whose ball was at rest when struck will not be penalized.
 
No penalty, happened to me years ago playing Greenburn GC.
As I teed off at the 3rd hole that crosses directly over the 2nd green, another player hit his 2nd shot to the green from the right from about 100 yards/
Both balls collided above the green in mid air, his went OOB , he wasn't too amused when he was told the rule :D:devilish:.
My ball was diverted away from a pond on the left to the middle of the fairway. :D:D

As far as I was aware it's the fastest ball of the two that gets penalised. I have never incurred such a penalty

11.1 Your Ball in Motion Accidentally Hits Person or Outside Influence
a. No Penalty to Any Player

If your ball in motion accidentally hits any person or outside influence, including you, any other player or any of your caddies or equipment, there is no penalty to any player.

Exception – Ball Played on Putting Green in Stroke Play: If your ball in motion hits another ball at rest on the putting green and both balls were on the putting green before your stroke, you get the general penalty (two penalty strokes).
