My local walking group are doing a good job of stopping numpties overstepping the rules.
My favourite respondence was the replies to a couple who showed on facebook that they had traveled through two LA Districts to picture themselves with their dogs off the lead in a field of sheep.

Mind you this pair were not the brightest of specimens.

The issue with idiots like these is they put others at risk and take up the time of vital emergency services.
Here is another couple who decided to go for a run "to experience the snow", crashed their car and caused 3 police cars, 2 ambulances, 1 doctor car and 2 fire crews to attend. In addition to the fine, they should be charged for the time of the emergency services.
