Slightly different provisional question

This arose in my comp yesterday. On one of the par 3's I duffed it into the yellow staked bog which runs across the course. If a ball goes in there its 50/50 whether you can find it, let alone retrieve it. Anyway I said to my fc's I would hit a provisional as we were falling behind, and if I found my ball I would play that. I was told I couldn't do that as it was a yellow staked hazard so it didn't matter if it was lost, I could drop a new one behind the hazard. I explained that I was aware of that but as the lie directly behind the hazard is downhill and pretty horrible chances are I would go back and re-take my tee shot anyway. He wouldn't have it and insisted I had to go down to the hazard and take a drop. Surely if I know for sure the ball is in the hazard I can just replay my tee shot under penalty?

Yes, you can but you can't call it a provisional.

you have stated 2 completely different things here.

no to the first, you cannot hit a provisional ball for a ball that is known to be in a water hazard

yes to the second, you may choose to play 3 off the tee and retrieve the first ball if you can/choose.
 
Your FC was correct.
As FD says you can play 3 off the tee but provisional are not allowed should you think your in a water hazard.

just to be absolutely clear, because of your choice of words, you can play a provisional if you think your ball may be in a water hazard or lost outside it. If the ball's found in the water hazard it's 'in play', not the provisional. If it's not found, or virtual certaintly that it's in the hazard isn't subsequently established (tough if you believed it might be lost outside the hazard from the tee but not impossible), the provisional becomes the ball in play.
