Side Scrolling arrows

Hi Guys /Girls

Just wondering i use to have the arrows at top & bottom of the screen on the right hand side to scroll up and down they seem to be missing now , there is a scroll bar all right just a pain getting it on some the posts ,
Any thoughts ?
