So you hit a duff shot of the tee that you think has gone OOB so you hit a second declaring it as a provisional and it goes much the same way.

You walk off down the fairway and cannot find either of the two balls so you walk back to the tee and hit another ball, this time down the middle and in play.

How many shots have you now taken? 3 or 5? Or something else?

Playing 5 and if its a medal welcome to 0.1 back on the handicap

Not true.

Two weeks ago in a medal playing off 13, 20 shots (incl penalties) on the 1st 3 holes = 7 over. Came in total 84 - net par. Just when I thought I would get 0.1 back ...

He could take 30 shots, but for handicap purposes it will only count as a net double bogie. So if the rest of the rounds good, he could end up with a reduction.

I agree but anything like me and the head would be full of chocolate frogs and everything would go to pot anyway. 5 off the tee would only be the start
