Rules Question -Abnormal Ground Conditions Rule 25-1

Played a links course earlier this week and a burrowing animal had been at work with a lot of sand where my stance was.

I thought I should have been able to obtain relief, there was no sand below the ball. I did not take relief as originally we were talking about scrapings.

Was relief allowed?

You didnt say it was interfering with your stance......and how would it unless it was a hole or a deep scrape.
