i wondered about that as there's no such rule, however the ball rolled forward into the divot/hole and should have been re-dropped as it rolled nearer the hole, thats the only reason I can see for no penalty

It rolled forward, but was still behind the hazard that he was dropping from so fair drop as far as I can tell.

Massive improvement though. I'd love to knock 22 shots off my PB!!
